Peccole Ranch is inside the City of Las Vegas. City records show the council approving the rezoning of Peccole Ranch Phase Two in April 1990, so permits, plan check and inspections run through the City of Las Vegas building department under the Southern Nevada Amendments to the Uniform Plumbing Code.
Build year gives a first guess - before about 1995 points toward polybutylene, about 1995 onward toward Kitec - but only an inspection confirms it. Polybutylene is usually gray plastic. Kitec is commonly orange for hot and blue for cold with brass fittings. Look at the water heater connections and under sinks where pipe leaves the wall.
